It's very important that the people assigned to assess each of the cases here will be very knowledgeable not just with all the aspects of health law but the standard practices as well. They should not rely solely on emotions because it will be very unfair if medical practitioners will always be blamed for the patient's condition even when there really is no malpractice involved. People die and sometimes there really are no accidents. They only get this because of their own doing.
